Under a new decree announced on Sunday night by the prime minister, businesses, factories and building sites will be allowed to restart on May 4 and people will be allowed out of their homes to exercise. Public parks will be reopened and children will be allowed out for fresh air and exercise, Giuseppe Conte said. But the government said churches and cathedrals would remain closed to congregations because there remained a high risk of the virus being spread. Elderly people are particularly vulnerable to Covid-19 and make up a high proportion of Italy’s dwindling churchgoers. "I understand that freedom of worship is a fundamental people's right," the prime minister said. "I understand your suffering. But we must continue discussing this further with the scientific committee." The Italian Bishops’ Conference accused the government of “arbitrarily” compromising religious freedom. The decree also exposed divisions within the government, with some ministers calling for congregations to be allowed to return to churches. "So, we can safely visit a museum but we can't celebrate a religious service? This decision is incomprehensible. It must be changed," tweeted Elena Bonetti, the equal opportunities minister. Catholic leaders said the Church was working hard to alleviate the suffering of the poor and the marginalised during the coronavirus emergency. “It should be clear to all that the commitment to serving the poor, [which is] so significant in this emergency, stems from a faith that must be nourished at its source, especially the sacramental life”, the bishops’ conference said.

Some have been admitted to intensive care after their hearts became dangerously inflamed, while others have been put on ventilators, it is understood. On Monday night, Professor Stephen Powis, national medical director of NHS England, said he had asked experts to examine "as a matter of urgency" whether a coronavirus-related syndrome among children may be emerging in the UK. "We have become aware in the last few days of reports of severe illness in children which might be a Kawasaki-like disease," he said. "Both Chris (Whitty) and I are aware of that, and we have asked our experts; I have asked the National Clinical Director for Children and Young People to look into this as a matter of urgency." French researchers have a slightly altered theory that nicotine prevents the virus from entering cells (the difference lies in the type of receptors the virus latches onto), and they're hoping to test out nicotine patches on patients to see if they help fight off COVID-19. The French government suspended the online sale of patches to make sure people don't buy in bulk and try to treat themselves that way.The seemingly out-there theory has piqued the interest of scientists across the world, though many are urging caution. The lower rates could be a result of some other chemical in tobacco producing a protective effect, or it could be that the number of smokers is being underreported."Smokers who have developed chronic disease have likely quit because of their disease," Michael Siegel, a community health sciences professor at Boston University, said. "Many of the smokers who are continuing to smoke are doing so because they don't have disease yet. So this would be expected to skew the sample of hospitalized patients toward people who do not smoke." An unidentified local government budget expert told the Post: "If you want to send the country into an extended depression, sending state and local governments into bankruptcy is a great way to do it."But "state bankruptcy is not some passing fancy," writes David Frum at The Atlantic. "Republicans have been advancing the idea for more than a decade." And McConnell is trying to use this fiscal crisis — states are projected to lose at least 25 percent of their revenue even as health care, welfare, and unemployment costs shoot up — to make it a reality while he still can.McConnell doesn't represent Kentucky so much as "the richest people in bigger, richer blue states who find it more economical to invest in less expensive small-state races," Frum writes. These wealthy donors want to gut pension funds and enact other fiscal policies anathema to voters in their states. "A federal bankruptcy process for state finances could thus enable wealthy individuals and interest groups in rich states to leverage their clout in the anti-majoritarian federal system to reverse political defeats in the more majoritarian political systems of big, rich states like California, New York, and Illinois," Frum explains. "McConnell gets it. Now you do, too." The children, ages 14 to 17, watched over by 12 experienced crew members and three teachers, were on an educational cruise of the Caribbean when the pandemic forced them to radically change their plans for returning home in March. More than 50,000 people have died in the US.On its website, InfraGard says it is an “FBI-affiliated nonprofit organization dedicated to strengthening national security” with a mission to protect “United States critical infrastructure”. It says it consists of local chapters and that “an FBI special agent from each field office is assigned to serve as a private sector coordinator”.The paper, jointly written by a security consultant and a senior doctor in New York State’s largest hospital network, warned: “The biggest threat in controlling an outbreak comes from those who categorically reject vaccination.”The paper, entitled The Anti-Vaxxers Movement and National Security, was co-written by Dr Mark Jarrett, the chief quality officer, senior vice-president and associate chief medical officer at Northwell Health; and Christine Sublett, a health industry-focused cybersecurity consultant.It lays out a pandemic scenario remarkably similar to the one now afflicting the US along with most of the world, including that “social distancing and isolation have impacts that include loss of manufactured goods, reduced food supply, and other disruptions to the supply chain”.The article then turns to the anti-vaccine movement, arguing that sufficient resistance to vaccination would hobble the chances of reaching herd immunity to a highly infectious pathogen.The paper also says that such movements have received a boost in recent years due to their “alignment with other conspiracy movements including the far right … and social media misinformation and propaganda campaigns by many foreign and domestic actors. Included among these actors is the Internet Research Agency, the Russian government–aligned organization.”Ben Harris-Roxas at the University of New South Wales, an expert on public health, endorsed the epidemiological reasoning in the paper.“Vaccine hesitancy represents a significant threat – not just for any Covid-19 vaccine that might be developed, but also to measures that might assist people and health services now, such as people getting flu vaccinations,” he said.Others expressed concerns about the implications of a paper defining a specific group as a national security threat being published under the imprimatur of the FBI.Michael German, a Brennan Center fellow and former FBI agent and whistleblower, said he was worried about the unintended consequences of defining a group as a national security threat based on their beliefs, and how that might feed into both policy and law enforcement decisions.“You can imagine some young police officer who’s trying to do a good job protecting his or her community. And all of a sudden he’s told that anti-vaxxers are Russian agents.”German added that “the lack of proper government preparation and stockpiles of medical materials to respond to a pandemic was a much more serious problem than the influence of a relatively small group of anti-vaxxers could ever be, but it is hard to argue with the need for a science-based policy approach”.InfraGard has been criticized by civil liberties groups from its origins as a security national entity and links to the FBI. An FBI spokesperson said: “InfraGard is a non-profit organization serving as a public-private partnership among US businesses, individuals, and the FBI.”The spokesperson added, “It is important to distinguish among the statements, views, and comments made by official FBI representatives and InfraGard Members”, and declined further comment.InfraGard Journal’s editor, Dr Ryan Williams, said in a telephone conversation that the journal was peer-reviewed, but received an additional layer of oversight from InfraGard’s board, which includes senior FBI officials and representatives from other partner groups.Dr Jarrett said the paper had been inspired by the experience of the measles outbreak of early 2019, and its predictions were being borne out in the current crisis.“Take the pandemic now,” he said. “If they come out with a vaccine and you have 15% of people saying, ‘I don’t want to take it, I don’t believe in it, it’s going to cause harm’, you’re never going to get up to the level of herd immunity to really shut off the process.”

But America seems determined to try.America’s attempt to integrate China into the global economy as a “responsible stakeholder” failed. China’s economy has become more statist, its political system more repressive, its foreign policy more bullying, its ambitions more outsized than they were 20 years ago. China did not challenge American leadership directly. It altered the character of international institutions from within.The multilateral institutions that comprise the American-led liberal international order have been decaying for some time. Coronavirus has accelerated the deterioration. NATO, the United Nations, the European Union, the World Trade Organization, the World Health Organization — they are unresponsive, unaccountable, divided, demoralized, defunct. The world is a more dangerous place.We are used to autocratic domination of the U.N. General Assembly and the secretariat’s various commissions. No one bats an eye when Russia or China vetoes a Security Council measure. Less publicized were the concessions made to China as part of the Paris Climate Accord. Or the fact that the World Trade Organization treats the world’s second-largest economy as a “developing” nation. But the way Dr. Tedros Adhanom Ghebreyesus, the director of the WHO, caviled and covered for Beijing as the coronavirus spread throughout the world is impossible to ignore. Drift, confusion, and chaos result.There are three options. The first is to work within the system to revitalize the existing structures. The second is to build alternative institutions. The third option is to do nothing.President Trump has tried a hybrid of options one and three. But with a twist. Where others might try a kind word or some quiet diplomacy to inspire reform and collaboration, he turns against the very institutions America created to force them to live up to their commitments. He browbeats NATO members into spending more on defense. He cheers for Brexit and supports the EU’s internal critics. He cripples the WTO’s arbitration mechanism and threatens to withdraw entirely. He suspends funding for the WHO.It’s the “America First” foreign policy Trump promised. And the results have been mixed. NAFTA was replaced. NATO budgets are up (for now). Mexico agreed to have asylum-seekers wait on its side of the border while their claims are adjudicated. China signed a “Phase One” trade deal.But there’s a cost. Allies may accede to your demands, but resentment builds. The foundations of the alliance weaken. Unpredictability inspires fear and caution. If sustained for too long, though, it conveys irresoluteness and fecklessness. Adversaries begin to probe. They buzz flights and collapse the oil price, resume shelling U.S. troops and harassing U.S. naval vessels, begin tailing container ships in the South China Sea.The democracies look inward. NATO is silent, the EU split, America distracted and distressed. China exploited this strategic vacuum. It launched a global disinformation campaign falsely assigning responsibility for the pandemic to the United States. Its agents pushed scurrilous and panic-inducing messages to U.S. cellphones saying that President Trump was about to impose a national lockdown policed by the National Guard. Its diplomatic “Wolf Warriors“ enforce the party line whenever foreign governments challenge Beijing’s preferred narrative.Chinese propaganda used to amplify achievements and repress criticism. Now it attacks directly overseas enemies of the state. The strategy, writes Laura Rosenberger in Foreign Affairs, “aims not so much to promote a particular idea as to sow doubt, dissension, and disarray — including among Americans — in order to undermine public confidence in information and prevent any common understanding of facts from taking hold.” It’s working.China isn’t invincible. It is reaping the economic whirlwind of the coronavirus it hid from the world. None of its neighbors are thrilled about the growth of Chinese power. Its internal political situation may be unstable. But the speed with which it has used the pandemic for geopolitical advantage is extraordinary. Look at how it plays favorites with its distribution of pharmaceuticals and personal protective equipment, how it stepped into the breach with a new flow of cash for its friend Dr. Tedros. Confronting China’s rise requires “a common understanding of facts,” and partners with whom to share those facts in common. These days, America is lacking in both.By all means, punish the World Health Organization for collaborating with China. But also be prepared to stand up another mechanism to do the good work its founders intended. Go ahead, demand allies live up to their commitments. But also recognize that partnerships of like-minded nations were critical to success in the First Cold War. This is the time to build new institutions that reflect the realities of a 21st century that pits liberal democracies against an authoritarian surveillance state. For every moment that passes without American leadership brings us closer to a world where the sun never sets on the five golden stars.

There were 1,416 new cases, bringing the total to 154,545, the fourth-highest in Europe.With Spain, Italy and France, the hardest-hit countries in Europe, reporting their fewest deaths in weeks, European governments are considering ways to ease confinement measures that have crushed their economies. Criticism of Azar's role has reportedly mounted in recent weeks, especially after Director of the Biomedical Advanced Research and Development Authority Rick Bright was moved to a National Institutes of Health position, a transfer which Bright described as a form of retaliation, reportedly rattling some administration officials.President Trump had reportedly expressed frustration with Azar even before the pandemic and ultimately replaced him as the coronavirus task force leader with Vice President Mike Pence. Some names that are being considered as his replacement include coronavirus coordinator Dr. Debora Birx, Centers for Medicare and Medicaid Services Administrator Seema Verma, and Deputy HHS Secretary Eric Hargan, Politico reports.Deputy Press Secretary Judd Deere said in a statement Saturday that Azar "continues to lead on a number of the president's priorities" and "any speculation about personnel is irresponsible."
